Wiglaf LLC was retained by Adica Consulting, LLC to conduct
primary global market research study and performance evaluation of the
Electric Utility and Regulatory Markets. Adica was seeking to identify

The research sample consisted of 861 members representing
Government Regulatory Agencies, Multilateral Development Organizations,
Financial Investment Institutions, Integrated Utility Firms, Transmission
Operators, Generation Companies, and Energy Marketers. The scope of the
study included organizations and firms positioned in North America, Latin
America, Europe, Central Asia, Pacific Rim/Eastern Asia, and Africa.
The research objective was to qualify and quantify specific
criteria of the market with respect to issues of Segmentation and Target
Definition, Buying Committee, Purchasing Drivers, Barriers to Purchase
and Adoption, Feature Demands, Value Demands, Ancillary Demands, and Transaction
Volume. In addition to a research questionnaire, utility and regulatory
officials were interviewed to obtain a better understanding of the regulatory
requirements associated with project development and political climate
within the organizations.
Based upon careful evaluation of the collected data, Wiglaf’s

the study validates that 71% of Government Regulatory Agencies, 73% of
Multilateral Development Organizations, 60% of Integrated Utility Firms,
95% of Generations Firms, and 25% of Energy Marketers were most likely
to purchase outside analytical services at a high frequency. 96% of the
respondents stated that better tools for analyzing strategic decisions
and regulatory policy in the electric power industry were very important.
73% of all respondents stated that the typical buying committee ranged
from economists, engineers, lawyers, to research strategy planners and
policy analysts.
